Sin embargo, es importante analizar la cuesti\u00f3n desde una perspectiva m\u00e1s amplia, considerando aspectos que a menudo se pasan por alto.<\/p>\n<p>&nbsp;<\/p>\n<p>En lugar de detallar todos los puntos debatidos, este art\u00edculo pretende destacar las repercusiones no mencionadas por analistas y expertos. Para ello, planteamos algunas preguntas:<\/p>\n<p>a) Aunque se aboga por la simplificaci\u00f3n del sistema fiscal, se presta poca atenci\u00f3n a los beneficios concretos de esta simplificaci\u00f3n. \u00bfCu\u00e1l ser\u00e1 el beneficio real de la simplificaci\u00f3n del Sistema Fiscal?<\/p>\n<p>b) \u00bfCrecer\u00e1n realmente el consumo y la inversi\u00f3n de los hogares, como afirman los defensores de la reforma?<\/p>\n<p>c) \u00bfEs correcto afirmar que la demanda de bienes superar\u00e1 a la de servicios, lo que se traducir\u00e1 en un aumento significativo del PIB?<\/p>\n<p>d) \u00bfPodr\u00e1 la industria nacional hacer frente al aumento del consumo, incluso ante su fragilidad actual?<\/p>\n<p>e) \u00bfLas complejas cadenas de producci\u00f3n har\u00e1n m\u00e1s competitiva a la industria nacional frente a los cambios propuestos?<\/p>\n<p>f) \u00bfCu\u00e1les ser\u00e1n los costes de adaptaci\u00f3n y parametrizaci\u00f3n de los sistemas debido a la digitalizaci\u00f3n y la necesidad de control digital de las operaciones?<\/p>\n<p>g) \u00bfCu\u00e1les ser\u00e1n los costes y retos asociados a la digitalizaci\u00f3n de las obligaciones fiscales, como Sped fiscal, Sped contable, ECF, DCTF, DIRF, entre otras?<\/p>\n<p>i) \u00bfCu\u00e1ntas horas de trabajo requerir\u00e1 el funcionamiento del nuevo sistema fiscal?<\/p>\n<p>j) \u00bfReducir\u00e1 realmente la reforma el coste del pago de impuestos en Brasil?<\/p>\n<p>k) \u00bfC\u00f3mo ser\u00e1 la aplicaci\u00f3n de la fiscalidad del consumo, sobre todo teniendo en cuenta el protagonismo y la explicitud del IVA en diversos servicios?<\/p>\n<p>m) \u00bfC\u00f3mo se aplicar\u00e1 el IVA en Brasil, especialmente en lo que respecta a la transparencia en el cobro de servicios profesionales?<\/p>\n<p>n) \u00bfC\u00f3mo se aplicar\u00e1 el doble IVA a las importaciones indirectas?<\/p>\n<p>&nbsp;<\/p>\n<p>Adem\u00e1s de estas cuestiones, nos gustar\u00eda destacar algunos puntos para el debate, basados en los fundamentos adoptados por la reforma fiscal:<\/p>\n<p>1 &#8211; La imposici\u00f3n en el estado de destino de las mercanc\u00edas infringe el principio federal al retirar a los estados y municipios la competencia para legislar sobre el ICMS y el ISS.<\/p>\n<p>2 &#8211; El cambio del IVA no acumulativo al cr\u00e9dito financiero tendr\u00e1 importantes repercusiones en los costes de las empresas y en la estructuraci\u00f3n de sus procesos.<\/p>\n<p>3 &#8211; El desajuste entre el IVA estatal y los impuestos federales puede dar lugar a incoherencias e incertidumbres en el sistema fiscal.<\/p>\n<p>4 &#8211; La necesidad de clarificar, utilizar y aplicar los nuevos conceptos fiscales constitucionales, as\u00ed como la aprobaci\u00f3n de leyes complementarias para afianzar la reforma fiscal, son los mayores retos a los que se enfrenta el poder legislativo.<\/p>\n<p>5 &#8211; Es importante analizar las repercusiones de la imposici\u00f3n sobre el consumo en la imposici\u00f3n sobre la renta y garantizar una transici\u00f3n fluida entre reg\u00edmenes fiscales.<\/p>\n<p>&nbsp;<\/p>\n<p>En resumen, es esencial ampliar el debate sobre la reforma fiscal, teniendo en cuenta no s\u00f3lo los aspectos positivos que se han destacado, sino tambi\u00e9n los desaf\u00edos y los impactos potenciales que no se han discutido.
